Whether you are an EU citizen moving to the Canary Islands or a non-EU national planning a longer stay in Spain, understanding the empadronamiento and residency registration systems is essential. This guide explains what you need, in what order to get it, and how our lawyers can help.
Step 1: Empadronamiento (Municipal Census Registration)
What Is It?
The empadronamiento is your registration in the local padrón municipal — the official list of residents in a Spanish municipality. It is managed by the town hall (ayuntamiento) and has nothing to do with immigration law. It simply records that you live at a particular address.

Many municipalities now allow online pre-registration, but the first registration typically requires an in-person appointment.
Volante vs. Certificado de Empadronamiento
- Volante de empadronamiento: informal document, issued immediately, sufficient for most purposes
- Certificado de empadronamiento: official notarised document with greater legal value, sometimes required for immigration applications — costs ~€3
Step 2: Residency Registration
For EU Citizens — Green Residency Certificate
EU citizens (and EEA/Swiss nationals) staying more than 3 months must apply for the Certificado de Registro de Ciudadano de la Unión Europea at the local Oficina de Extranjería or Comisaría de Policía.
Requirements:
- Valid EU passport or national ID
- Volante de empadronamiento
- Proof of one of the following:
- Employment: employment contract or self-employment registration
- Sufficient resources: bank statements showing ~€1,000+/month (no fixed minimum in law, but practice guide is 80% of SMI)
- Study: student enrolment + health insurance
- Family member of an EU citizen who meets one of the above
Cost: Free
Processing time: 3-6 weeks in the Canary Islands
Result: A green A4 certificate with a unique registration number (NIE). This is permanent — no renewal required.
For Non-EU Citizens — TIE (Tarjeta de Identidad de Extranjero)
Non-EU nationals with a valid residence permit must obtain the TIE from the Policía Nacional (Brigada de Extranjería). The TIE is a biometric ID card with a chip.
Requirements vary by permit type. Core documents are:
- Valid passport
- Visa or entry permit stamp
- Empadronamiento certificate
- NIE number (obtained separately at the Police station or Oficina de Extranjería)
- Tax form (Modelo 790 Código 12)
- Passport photo
Processing time: 4-8 weeks typically
Result: A biometric TIE card valid for the duration of your residence permit

NIE Number: Do Not Confuse With Residency
The NIE (Número de Identificación de Extranjero) is a tax identification number for foreigners, not a residency permit. You need it to:
- Open a bank account
- Buy property
- Sign contracts
- Pay taxes
EU citizens receive the NIE number when they apply for the green residency certificate. Non-EU nationals must apply for the NIE separately, usually when applying for their visa or first permit.

Healthcare Registration (Tarjeta Sanitaria)
Once empadronado, you can register with the Canary Islands Health Service (Servicio Canario de Salud — SCS). You need:
- Empadronamiento certificate
- Valid residency document (green certificate or TIE)
- NIE number
You will be assigned a GP (médico de cabecera) at your nearest health centre (centro de salud). Specialist referrals go through the GP.
Non-EU nationals without a residence permit can access the public health system in emergencies, and minors are always entitled to full coverage.
